ACID MINE WATER

This is a major problem facing all of us.

The Witwatersrand Mining Basin is composed of the Far East Basin, Central Rand Basin, Western Basin, Far Western Basin, KOSH (Klerksdorp, Orkney, Stilfontein and Hartebeestfontein) and the Free State gold mines. 

Acid Mine Water has a low pH and a high acidity and contains toxic and radioactive heavy metals

On the West Rand, millions of litres of untreated acid mine water from old mining operations is flowing into rivers ‘In the Central basin, which runs beneath Johannesburg, the level of toxic water is already rising by 18m a month, threatening to decant on the surface in under 18 months.In the  West Rand Basin (Krugersdorp – Randfontein) water started to decant into the Tweelopiespruit in 2002.  At times up to 60 million litres of untreated toxic water flows into this spruit

This water is fed into the Hippo dam in the Krugersdorp Game Reserve which is heavily contaminated.  This dam is devoid of any aquatic life .  There is a red tinge on the hippos skin as a result of the metals in the water.  All in the Reserve are also at risk.

This spruit is also part of the Crocodile River system 

More important what impact does this have on people living downstream who rely on that water for drinking and farmers for irrigation?  Long term exposure to polluted drinking water has serious consequences

 

 

A task team has been appointed by the Government to investigate this matter but it is disappointing when members of this team suggest that private interests are driving “the hype and exaggeration” of this unfolding crises.  It is also disappointing that a

tender calling on the expertise of bidders to help solve the problem was unexpectedly postponed indefinitely.

 The chairman of Scopa said “rehabilitation of mines had to be absolute priority otherwise it might render everything else we do pointless  Perhaps he should be appointed chairman of the task team!

STREET POLE CELL MASTS

There was an outbreak of mini masts erected on top of street lights and poles in Bryanston.  MTN technicians erected the masts.  Residents were given very strange answers to their queries regarding these installations – “I am not allowed to talk about the project’’ – “this was a system of monitoring cable theft and power issues”.  (Sandton Chronicle July2010)

Subsequently a meeting was held where MTN were to advise residents of the position.  The meeting was uninformative and also poorly attended by residents.

Before any questions were answered the MTN spokesman apologized to the residents for the secrecy the reason given – “We did not want the opposition to know what we were doing”

Further questioning revealed – consultation was held with the Council and City Power – rental was to be paid to City Power (no rental information could be given) but a little humour was brought to the audience when he advised that they have told City Power that all funds paid to them must be spent in the community!! 

This is a serious matter. 

Why was the community not consulted by both the Council and MTN?  

Do residents want to be covered by a WiFi mesh? 

What about health implications?

We understand hundreds more of these masts are to be erected in all our areas.

We intend asking and demanding answers to the above.

   STATE WILL BE PARALYSED IF ALL THIEVES ARE FINED 

The following information will also paralyse the understanding of the suffering Tax Payers – this is beyond comprehension.

 The State can be paralysed if all officials involved with corruption of Welfare Grants are fired.  This amounts to 8% of Civil Servants.  Therefore the State Commission has recommended that the officials only receive final written warnings. More than 15 000 officials have already been found guilty or corruption and thousands more are going to be prosecuted. The Special Investigation Unit identified 96 000 officials who have been involved with corruption.  Advocate Willie Hofmeyr has confirmed to Rapport Newspaper (Sunday 12.9.2010) that his investigation has only been done at National and Provincial level.  Local Government and State Agencies have still to be investigated. The Special Investigation Unit are also investigating massive corruption in housing where billions of rand is involved.  They have identified 20 suspect housing contracts.  At least 7 000 officials have been investigated because of illegal housing subsidies 

The opinion of many of our members is that as Tax Payers are being bled dry with nothing TO SHOW FOR IT – other than mismanagement – it is time for all of us to make our voices heard to stop the rot that is engulfing us.  Corruption of whatever kind will not be tolerated at any level – and let this start at the top.  There are hundreds of capable unemployed people out there.  Fire the corrupt so that the message that goes out is clear.

JPC GETS ITS PROPERTY BACK Honourable Judge, Ike Motloung of the Johannesburg High Court today (Wednesday 22 Sept 2010) ordered that 24 properties be transferred back to the City of Joburg’s entity,  Joburg Property Company (JPC) as the lawful owners of the properties. These were the last batch of 33 properties with an estimated fair market value of R200-million belonging to the City of Joburg Property Company which were fraudulently transferred to various entities four months ago.      This is a victory for City of Joburg citizens, as the majority of the properties are open public spaces for their use and fun. We believe this ruling sends a powerful signal to anyone who attempts to undermine the authority of the city and a clear indication that we won’t compromise on our mandate to develop and manage the City’s property portfolio,” said a jubilant JPC Managing Director, Helen Botes “Residents should feel comfortable that JPC is determined to protect the City’s assets on their behalf. Our own investigation into this matter and the assistance of members of the public made achieved this court verdict through working together. Our zero tolerance approach to fraud can even be more effective when we work together with residents. The final part of this matter will sealed when an internal forensic investigation on all JPC officials is completed to ensure that any form of corruption is rooted out at all levels”.  In his judgement, Judge Motloung awarded costs on an attorney client basis. Respondents withdrew their intention to oppose the matter and legal observers said this has reduced their chances to seek rescission or lodge an appeal against the judgement.  The City’s legal department have also been working with the Hawks and the Law Society to ensure that perpetrators are brought to justice.   The properties were initially transferred via forged applications for lost title deeds. The police special investigative unit, the Hawks, have arrested five suspects including a JPC employee and charged them on 28 counts of suspected fraud and racketeering while some officials at the deeds office were also suspended. JPC has taken cautionary steps in the deeds office by having caveats registered over City property. This requires that the deeds office alert JPC on any sales and transfers registered in the Johannesburg and Pretoria deeds offices. PENSIONER REBATE on PROPERTY RATES PDF Print E-mail

PENSIONER REBATES

 

There are some 5 000 pensioners who presently receive a monthly rebate on their property rates.

The prevailing rebates fall away at end September 2010 unless a request for renewal has been received.

To date , few renewal requests have been received.

Rates and Taxes is printing an advice note on the October 2010 statements of these potential pensioners.

The advice note reads as follows:

  

      Pensioner rates rebates may be available to you. Conditions apply.

      Gross household monthly income not to exceed R9600 (before deductions).

      Proof of age & income required. Visit local office    for info.

  

The form to be completed is identical to that being completed by the existing pensioner beneficiaries.

A copy of this form is attached hereto.

Who can Apply?

Conditions  for Pensioner Rebates.

 

        The conditions are approved by Council and are:

 

      Owner must be at least   60 years of age (or older)

      If joint ownership, one of the spouses in whose name the property is registered must be at least 60 years of age ( or older)

 

      Owner must personally occupy the property

 

      Property valuation as per the prevailing municipal valuation roll is limited to a maximum value of one million five hundred thousand Rand (R1 500 000)

 

      Owner has to be a natural person  in other words, the pensioner rebate is not allowed for a business in any form.  Businesses  can includes a -

 

             Company,

             CC,

             Partnership,

             INC,

            Trust,

             Religious Organisation

            Old Age Home

            Retirement Village

            Institution

            Life Rights Scheme

 

This rule applies even if the natural person is the sole proprietor (owner) or beneficiary of the business.

 

The property has to be residential.

 

Pensioner rebates are not allowed where the property category in the Valuation Roll is not residential.

This means that property categorised as agricultural,  farming, business, public benefit, State, vacant land, municipal, and any other category that is not residential cannot qualify for the rebate.

 

Earnings  Limits

 

There is a ceiling on earnings for qualifying for the pensioner rebate.

 

The maximum monthly earnings are:

 

Gross income of the household from all sources not exceeding R5300 per month : 100% rebate on property rates

 

Gross income of the household from all sources exceeding R5300 per month but not exceeding R9600 per month : 50% rebate on property rates

 

No rebate is available where gross income  of the household exceeds R9600 per month.

   

How do I get the Rebate?

 

A pensioner, or a representative of the pensioner has to collect the application form from either

 

                                      Revenue and Customer Liaison Department Thuso House, 61 Jorissen  Street Braamfontein)

 

                                          Or

 

                                    the Regional office

 

The complete form has to be filled in and supporting proof of income is required.

The Pensioner has to sign the application form.

The form has to be certified by a Commissioner of Oaths.

 

If you have access to the Council's Website, download the form, print it and submit in hard copy to one of the addresses indicated above.

Electronic returns cannot be processed since original documentation is required.

 

For how long do I get the Rebate

 

The rebate is granted for a period of two years.

If the income of the pensioner increases or decreases during the period, a fresh application is required.

 

Marketing Campaign

 

Rates and Taxes has sent the application form to all existing pensioners.

These pensioners are required to complete the form and return it to  either

 

            Rates and Taxes department  (2nd floorJorissen Place  corner Jorissen and De Beer Streets Braamfontein)

 

                                          Or

 

                                    the Regional office

 

Closing  date for submission to ensure the rebate is not removed from your account is 23 September 2010.

 

Late applications will be accepted.

 

Council is aware that there may be potential pensioners who are not aware of the pensioner rebate.

A note will be printed on the October 2010 billing statement advising such persons that they may apply for the rebate if they qualify in terms of the criteria set out above.

  

What Services Does This Rebate Apply to?

 

The pensioner rebate is only applicable to residential property rates.

 

I am the Tenant in a flat

 

The rebate is only available to the property owner.

 

I own A Sectional Title Unit

 

The rebate is available to owners of sectional title units where the residential property rates tariff is charged.

The same conditions as set out above are applicable to pensioner  owners of Sectional Title dwellings.

CRAIGAVON COMMUNITY NEWSLETTER   No 26 of 2010  NO WATER TOMORROW  Please note the Emergency Shutdown for Craigavon: Due to a leaking pipe at the corner of William Nicol Dr and Witkoppen Road, JW Randburg Depot will be conducting an emergency shutdown on the 16th of September 2010 to replace a length of steel pipe. This shutdown will commence at 7:00am and be completed by 3:00pm. Tezula complex (Uranium rd) and Craigavon will be affected. Tankers will be provided at Crawford school, the corner of Willow and Campbell and at the corner of Inchanga and Poplar rd.  HOUSE BURGLARY    14 09 10 

A house in Craigavon was burgled last night. Criminals stole IT equipment and car radios. They entered by taking the gate off its hinges which faces Campbell Road ~  the main road and they managed to bypass security cameras ....

 

Anyone who saw any suspicious activity please advise by return email asap.

 

The alarm was activated but Security Company did not evidently do a thorough search from what we understand.
